well, i have to say that it's always best to start using film and a manual camera. you can get a nice used older canon like an A1 from most camera stores or ebay or something like that pretty cheap. this is really the best way to learn the effects using the combination of iso, f-stop, shutter speed. not because there is any special magic with film versus digital (actually, film is a bit of magic). but, going through the process poppin' shots and getting them developed will force you to try to get them right without guessing, which is kinda like a crutch in the digital arena

if you're past that point, you can get a dSLR like the canon digital rebel 300 or 350D which is pretty cheap these days. some people are pretty good with point and shoots but some don't have manual controls, which you will NEED!
